One difference, and it is not pressure. A power washer heats the water; a pressure washer does not. Everything else, the pump, the pressure range, the tips, the surface cleaner, is the same. Heat matters enormously on a few jobs and not at all on most of them, so here is how to tell which one you have.

A power washer has a burner in it. It heats the water on its way to the surface, usually to somewhere between warm and near-boiling depending on the machine and the setting. A pressure washer sends water at the same pressure, cold. That is the whole distinction, and it is the one the industry actually draws when it draws one at all.
In marketing the two words get used interchangeably, which is why you will see the same company advertise both and mean one thing. It is not usually dishonest, it is just that nobody agreed on the vocabulary. If the difference matters for your job, the useful question is not which word a company uses, it is whether the truck carries a heater.
The thing people assume, that power washing means more force and therefore more risk, is not the case. Both machines run the same pressure range. What changes the risk on your property is the tip, the distance, the angle, and whether the operator should be using high pressure on that surface at all. Heat thins oil and helps a degreaser work into the pore structure instead of sitting on top of it. This is the clearest case for hot water, and on a badly soaked slab it is the difference between lightening a stain and lifting it. More on that in driveway oil stain removal.
Food grease behaves like oil and builds in layers. Cold water moves the top layer around. Hot water plus a degreaser is the only approach that gets a kitchen back door pad genuinely clean rather than wet.
Gum on a storefront walk softens with heat and releases. Cold water will not shift it and scraping marks the concrete, so on commercial frontage this is usually what hot water is there for.
The rubber comes off cold. The plasticizer that has migrated out of the tire into the concrete is the stubborn half, and warmth gives you a meaningfully better result on it.
Anything that softens with temperature responds to heat in a way it never responds to force. Pushing harder with cold water usually damages the surface before it moves the residue.
In a Utah January, heated water is partly about the job and partly about the water not freezing on the surface you just cleaned. Cold-water work has a season here; hot water extends it.
Most residential work does not need it. General concrete grime, a dusty driveway, a walk that has gone gray, a patio with a season of pollen on it: that is a surface cleaner and cold water, and the finish is identical. Paying a premium for heat on a job like that buys you nothing you can see.
On siding it is worse than neutral. Hot water on vinyl can soften and warp it, and on painted wood it accelerates exactly the failure you are trying to avoid. Heat can also drive a cleaning solution harder than a delicate surface wants. This is why house washing is a soft wash at low pressure with the right solution, not a hotter, harder version of a driveway clean.
Glass is the same story. Heat does nothing useful for window cleaning, and thermal shock on a cold pane is a real way to crack a window. And if the marks on your glass are mineral rather than dirt, no temperature fixes that either, because the problem is chemistry. That is hard water staining, and it needs an acidic treatment rather than a hotter machine.
Dirt, pollen, and gray weathering are a cold-water job on any surface. Grease, gum, oil, and plasticizer are the short list where heat earns money. Start there and most of the decision is already made.
If the answer is no, the hot-versus-cold question is moot, because the job is a soft wash. Siding, stucco, painted surfaces, and most roofs fall here regardless of temperature.
Plenty of companies advertise power washing and run cold-water machines. It is a fair and easy question, and the answer tells you whether they can do the grease job you are calling about.
